Can you lay this over carpet?

You'll want to put down some type of subfloor to create a flat, dense foundation for your dance rolls.
Does the performance floor require some kind of special underlayment beneath it? Or can it be glued directly to concrete/wood?

You can go with an underlay if you choose, depending on what dance styles you are doing. The rolls can also be installed directly just be sure to have a moisture barrier placed if using over concrete.
