I want to to put this on my wooden deck to prevent water flowing through to the wood. Is this completely waterproof?

This outdoor rug is made for outdoor use, it is waterproof in that the fibers will not soak up any liquids. It is also water permeable so that liquids will soak through, not stay on top. So in your case, no it would not prevent water from flowing through to the wood beneath.
For outdoor use: Is this totally waterproof? Does it hold water like a traditional indoor/outdoor carpet? Can it be used on both sides? Thank you.
