Can this be used over radiant flooring with an underlayment between them?
Yes, with emphasis on the choice of underlayment. A 1/4 inch rubber underlayment will be best for preserving the functionality of the radiant flooring as it allows the heat to transfer.
Is there a full specification sheet on this outdoor carpet? I am curious as to the fire ratings?

does this carpet have to be glued down?

This carpet could be installed with carpet tape or a thin layer of adhesive spray. Traditional glue may be too thick as this carpet does not have a backing.
