I am looking for fall zone floor mats to go with indoor climbing equipment for toddlers.

Do these mats just sit on the ground, or are they anchored in place?

Our Swing Saftey Mats just sit on the ground; they are not anchored. They are pretty heavy, making them difficult to steal, but if a person wanted to anchor them down, they definitely could.
