What would you suggest using if I was going to lay this over existing steel flat plate to keep it from moving?

If you are installing our Diamond Nitro Rolls over a steel plate, you can use either double-sided tape or adhesive. If you use our polyurethane adhesive, you may have to use a brillo pad to scuff up the steel a bit to allow the glue to adhere properly.
