Can the 8mm rubber flooring be installed over concrete?

Our 8mm Pre Cut Rubber Rolls can be installed over concrete and any solid flat surface. When installing over vinyl, there is potential for the rubber flooring to stain the vinyl, so we typically don't recommend rubber over it.
