Ideally any carpet should be removed before installing new carpet tile as it is best to install carpet tiles on a smooth, clean surface. However, if the existing carpet if mostly smooth and flat, installing new tiles on top of them should be ok - just test to make sure the adhesive will work, and supplement with glue or carpet tape of necessary.
